of the wealth creation comes from the private
sector. as
a result of historical policy of the federal
government (resulting in their physical and
economic isolation), the Aboriginal community
in Canada has had a very limited private sector.
since the Aboriginal community has such a
limited business sector, monies that flow
into Aboriginal communities are not "captured"
and recirculated but flow right back out of
communities.
almost all the current wealth in Aboriginal
communities comes from the federal government
in the form of transfer payments.
